NIGHTTIME VISIBILITY FOR SAFETY (EDC-7)

This Drop-In will provide an overview on how the EDC 7 Safety Initiative – Nighttime Visibility for Safety featuring lighting and traffic control devices can help save lives during periods of darkness. It will help municipalities work towards the goal of reaching Vision Zero. The EDC 7 Safety initiative will emphasize the deployment of these two safety countermeasures at key locations for improvement of nighttime visibility for pedestrians. These areas include crossings at both intersections and at midblock as well as other strategic locations including school zones, transit centers, and urban core where high pedestrian activities are most commonly presence.
 

PLANNING FOR TRAFFIC CALMING

Traffic calming is a useful tool for controlling and reducing the speed of traffic on local roadways.  This webinar will discuss the methods your community can implement to properly plan for traffic calming, reduce speeds on local streets, and enhance the walkability of your community. Key methods include developing a traffic calming policy, collecting data/conducting studies, addressing roadway design standards, and following PennDOT/national guidelines for traffic calming devices.

PENNDOT ONE MAP: A FREE GIS TOOL

PennDOT One Map provides a free mapping platform with readily available spatial information for both state and municipal transportation assets as well as PennDOT planned projects. At this Drop-In, you will learn about some of the features of One Map, what it can be used for, how to navigate it, and examples of final products that municipalities can create with One Map. Target Audience: Anyone can use One Map. Within municipal governments, this tool would be most useful to municipal managers, planners, and public works directors.
 

DATA SOURCES RELEVANT TO ACTIVE TRANSPORTATION

This Drop-in will present various kinds of publicly available information to help your community plan for or improve active transportation. Materials such as the Community Needs Health Assessment (CNHA), the PA Department of Human Services' Health Equity Analysis Tool (HEAT), the Pennsylvania Crash Information Tool (PCIT) and PennDOT One Map will be discussed. Additionally, data available from state agencies, counties, universities, public health systems and local sources will be examined as well. Target Audience: Anyone from the general public, municipal staff, elected officials, advocates and other planners and grant writers would benefit from this Drop-In.

ALIGNING YOUR ORDINANCES, POLICIES, AND CODES WITH YOUR ACTIVE TRANSPORTATION PLAN

In addition to developing your Active Transportation Plan (ATP), your community will also need to review the ordinances and policies that will support active transportation goals. Changes may need to be made to your roadway design standards in your SALDO, sidewalk design and maintenance ordinances, or other items. Having ATP design, maintenance, and other factors built into ordinances will facilitate implementation and achievement of your ATP goals.
 

TRANSPORTATION IMPACT STUDY PROCESS

Attend this virtual drop-in session with other communities from around Pennsylvania to learn more about the Transportation Impact Study (TIS) Process. A PennDOT representative will provide an overview of the PennDOT TIS process for developments that involve state highways. Then a traffic consultant will provide an overview of the process for developments that impact on your local roads. After these initial presentations, the session will open for questions from the audience. Learn more about the TIS process, when your community should be involved, what are the key steps in the process, what to look out for in the TIS, and what rights/responsibilities you have per our state laws/regulations.

Do you have safety issues around your schools? Are there conflicts between pedestrians, buses, bikes, and vehicles? This PennDOT Connects drop-in will discuss some of the issues around school pick-up and drop-off times, as well as some of the approaches to school transportation management and safety. The drop-in will discuss application of traffic control devices, transportation management techniques, assessment of school crosswalks, and school speed zones. Also, you can be a part of the discussion with questions about your situation and share your experiences with others.

COORDINATION WITH UTILITIES—WE’RE ALL IN THE RIGHT-OF-WAY

MUTCD 11TH EDITION PUBLISHED – WHAT DOES THIS MEAN FOR MUNICIPALITIES?

This LTAP Drop-In session will discuss the recent publication of the 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD) in December 2023.  The session will discuss the adoption process of the MUTCD in Pennsylvania, and how that process will affect the traffic control devices on your roads. Further, the session will provide an overview of some of the significant changes to the MUTCD, from the 2009 version to the new 2023 version. Some of the changes include a stronger focus on safety, and on vulnerable road users. Come join the LTAP community to discuss the new MUTCD!
 

A SMALL ROUNDABOUT WITH A BIG IMPACT

Is a roundabout safer than a traffic signal? Do I have enough space for a roundabout? Can I try this out first temporarily? If you find yourself asking these questions, this is the session for you! Jeff Bucher, P.E., Chief of PennDOT’s Highway Design & Technology Division will kick us off with a discussion on the safety and operational benefits of roundabouts, their implementation across the state, and current state and national guidance and resources available to you. Then, Cindy McCormick, P.E., PTOE, City of Lancaster’s Deputy Director of Public Works, and Will Weismantel, P.E., Associate Engineer with Kittelson, will walk us through a case study at an intersection within the city that needed safety improvements to decrease speeds, calm traffic, and reduce conflict points. The intersection also needed improved pedestrian and bicycle access while maintaining access for large vehicles.

MYTHS OF RECYCLED ASPHALT PAVEMENT (RAP)

Recycled Asphalt Pavement (RAP) has been consistently processed and incorporated into new pavement mixtures since the 1970’s. Since 2009, the National Asphalt Pavement Association has documented a 69% increase in the tons of RAP incorporated into pavement mixtures and a 6% increase in the RAP content of placed pavement mixtures through their annual industry Survey. With RAP continuing to provide cost savings when compared to the use of virgin materials and the performance of higher RAP mixes continuing to be tested to verify performance, come and learn about the use of RAP in pavement mixtures.

MIDBLOCK CROSSWALK AND TRAIL CROSSING POLICY UPDATE

This drop-in session reviewed the update to the PennDOT policy on mid-block crosswalks and trail crossings. This updated policy will impact any new requests for mid-block crossings across state routes, as well as trail crossings across the state routes. The purpose of the policy update is to promote safety and consistency at these crossings.
